In reality the imaginative version derives from the fact that when there was no public lighting the citizens were obliged to go around in the evening with petroleum lanterns. Therefore observing the arc from a certain distance, and seeing the shadows of the shapes of the passing reflected on the walls, you had the impression of seeing ghosts.
